Arkel Dry-Lites are exactly that

The lightest waterproof panniers we’ve ever seen are the Dry-Lites from Quebec-based Arkel. At just 18oz for the pair and a capacity of 1708 cubic inches (28L), these are a great addition to any lightweight touring or bikepacking setup.

 

 

Dry-Lites can be used on any rack with a top platform that accepts hooked lower attachments.

 

 

The design precludes the use of individual bags, as the two are joined at the top via velcro closures.

There are some tradeoffs: no outer pockets and no stiffeners other than two integrated, horizontal stays (per bag) which rest against the rack once mounted. But, at half the price and weight of an abrasion-resistant pannier like Arkel's T-28 front pannier and similar capacity, with tradeoffs come benefits.
