Created with a stiffened, high density foam, 3 strap yoke designed to work with virtually any combination dry bag or stuff sack (not included). The Harness is the big brother to the Sling, it does not rely on the main bag for structure so you can strap whatever you want in there. The Harness fills the middle ground between going ultra-light and using a rack. I was unsure which of the several handlebar packs would work best for me, but this one seems to fill the bill nicely. I used it for a week on the GDR, and it held my big old tent securely, and then became a handy spot to pack my Camelback as well once it was empied. The rubber stand-offs worked perfectly to minimize cable interference on my Fisher 29'er. The compression straps are long; the center strap needed to be tucked under itself to avoid the tire, but that would be evident the first time you load. I will probably also get a dry sack to fit the space with other combinations of gear for future tours.

I used this for ~160 mile bike overnight on pavement dirt roads. It held my sleeping bag and tent very securely for the entire trip. I was very pleased with the purchase. Fit comfortably between the flared drop bars on my Novara Mazama and did not interfere with any of the cables. The marketing photo shows the desired handlebar fit. But notice that there are zero brake cables, etc, showing? I liked the concept but the product wouldn't fit due to cable attachments which could not be rerouted. Expensive mistake to buy it.
